ロシア原子力公社（ロスアトム）子会社のノヴァ・ウィンドとオランダの風力発電機メーカー、ラガウェイとの合弁会社であるレッド・ウィンドが、ロシア南部ロストフ州ヴォルゴドンスクで風力発電設備の部品を製造する計画だ。投資額は9億9,500万ルーブル（1,330万ユーロ）。発電機（ジェネレーター）を年96基生産する。254人の雇用を見込む。
レッド・ウィンドはすでに州当局と投資支援の内容を定めた特別投資協定（SpIK）を結んでいる。（1BGN=64.76JPY）
