公的救済を受ける条件として欧州連合（EU）の欧州委員会から身売りを義務づけられた独3位の州立銀行、West LBの買収に関心を示す投資家が2ケタ台に上ることを、同行の売却手続きを委任された弁護士のフリードリヒ・メルツ氏（与党キリスト教民主同盟の元院内総務）が10月29日、明らかにした。同行の売却期限は2011年末に設定されており、メルツ氏は正式の売却手続きを10月末日に開始した。
